There's an elation of achievement with boosted XP rates/other shortcuts
In all honesty, though, I never felt more euphoric about achievement than that of RS Gold getting better at specific aspects of my game. First kills at Arraxi, first kill at Nex I also completed my first triple dinosaur BGH as well as running a flawless round of Shifting Tombs as well as others and I felt satisfied when I had achieved these feats, and no 99/120 has ever get close to feeling that same way. That, I believe, should be the way it is, with 99 being more of a thing that happens on the journey, rather than a destination to begrudgingly inch toward.
Like a few others on this thread have stated that giving 99's an intrinsic benefit within skill capes could be seen as being an unwise step in the direction. People will feel pressured to sludge through dated/boring material to get benefits from the game they want to play. Similar to certain level of skills being linked to diary and quest requirements. Great for setting objectives and advantages to be aiming for, but a bad idea when the journey there is a bore that takes away your time from the content you want to play. The "if you don't like it, don't do it" approach is the same that is used to justify the atrocity of daily scape which has become a part of all aspects of the"Ros3" and we can both agree we don't want anything like that coming into Old School, especially not using the excuse that "no one wants to force you to do it".
In conclusion, there's an elation of achievement with boosted XP rates/other shortcuts, but the success doesn't (and I'd say it shouldn't) come from the number and the time spent. Both games are full of grinds, without doubt, and I think they should continue to be this way. But I do hope that they both strive to create more enjoyable grinds, and content that's fun for its own sake, not just to speed up or make it easier to a conclusion.
Offer players choices that may have lower XP, but they will want to complete. I am not looking for Runescape to be a stalemate It's an option, and there's a market this game and I think it helps it stand out in the crowd, but I also don't want time/willingness to click three times again to be the primary grind for anyone with a decent amount of skills in-game. I like that OSRS can be described as a game that players who have a "more experience = better achievement" mindset can enjoy and win, but I don't believe that is the best choice for buy rs gold online players.
