As you start the World of Ruin segment begins the game slowly changes our WOW WOTLK Classic Gold perspective. The initial act of World of Balance opens with Terra the half-magic taken over to the empire. This leads the players to connect with Terra the game's primary protagonist, even within its cast.
Terra is the central character in the world's events connected to both the magic Espers and the wicked Gestahlian Empire. The story she tells is the only way we learn about the world and the events that occur. The game has over a dozen characters playable in the beginning, but for the initial part, Terra is the one player whose eyes are the only ones we're designed to see through. Everything is set around her.

As the second act starts the show no longer features Terra. The view shifts to Celes. He is an essential character. However, not more than the other characters of the cast, like Locke and Sabin. This is a way of closing the book by highlighting the importance of Terra's tale.
She was a symbol of the struggle between a magical race that was chased underground and those intent on sabotaging their power. We know the majority of what we must be aware of Espers and the Empire is no longer exists. Kefka made use of his position within Espers to destroy the entire planet.
Celes is, in turn, an entirely new way to look at the world. She's an Imperial officer, and began to discontent herself with the methods of the Empire long before Kefka's vicious heel-turn. She wasn't an oppressed person dislodging herself from her limitations She was an oppressor seeking redemption. She was right there with Kefka and Kefka, in the real sense.
She awakes within her own World of Ruin, nearly all by herself in a deserted area. Her only companion is Cid who was a former Imperial and the inventor of the strong Magitek armor, which helped the organization to put its cheap WOTLK Classic Gold foot on the necks of several kingdoms.
