"That's...mathematically correct, but not a great experience. We hear this frustration and the good news is that we're currently discussing this issue with the team and considering possible solutions for holidays in general."
Chimes goes on to write that although changes are in the process, they weren't ready for this year's Valentine's Day event. The simplest solution to the issue would be to raise the chances of dropping the mount, but it remains to be seen whether Blizzard will take that route or suggest a different option.
However, the fact that Blizzard is reevaluating its position is a good thing for players who've been trying for years to obtain rare mounts such as the X-45 Heartbreaker (recently renamed amidst the WoW team's recent efforts to ensure that the game is more inclusive) as well as The Horseman's Reins mount from the game's annual Halloween event without success. According to data from Wowhead The X-45 Heartbreaker has a drop chance of .03 percent, while The Horseman's Reins boasts a .4 percentage chance of dropping. Other mounts that can be earned during the holiday season such as that of Great cheap WoTLK Gold or Ram are likely to have a 2-3 percentage chance of being dropped.
