The killer of a Winchester police officer, whose case became a flash point in the debate over Virginia Gov. Timothy M. Kaine's views on the death penalty, is scheduled to be executed tonight by lethal injection after Kaine declined to intervene.
Edward N. Bell will be strapped to a gurney and administered a sequence of three drugs about 9 p.m. at the Greensville Correctional Center in Jarratt, state officials said. Bell, 44, was convicted in the 1999 shooting of Sgt. Ricky L. Timbrook, who was gunned down while chasing a probation violator.
