Santo Domingo.? Dominican police arrested a 13-year-old boy for allegedly hacking to death a child of 4 outside his family's home in San Cristobal, west of Santo Domingo, police authorities reported.
According to the police report, the body of Kelvin Enrique Nivar bore wounds that appeared to have been inflicted by a machete and the youngster's right hand was severed.
